Modifies the legislative disapproval process for work project appropriations by requiring both the House and Senate appropriations committees to disapprove a directive or designation for the disapproval to be valid, rather than allowing either committee to disapprove independently

Removes outdated transitional language regarding work projects established before the original effective date of the section

Work project appropriations remain available until project completion or 48 months after the fiscal year in which the appropriation was made, whichever comes first

Requires the director to report to appropriations committees within 120 days after fiscal year end, detailing all work project accounts, balances, lapsed funds, and recipient funds

Updates statutory language from "shall" to "must" or "may" throughout the section for consistency
