Bans coverage for transplants using organs procured through sale or donation originating from countries known for forced organ harvesting

Defines "forced organ harvesting" as removing organs from a living individual through coercion, abduction, deception, fraud, or abuse of power or vulnerability

Grants the director of the Department of Health and Human Services authority to designate which countries are known to participate in forced organ harvesting
