Prohibits disbursement of money from the state brownfield redevelopment fund if any report required under the Brownfield Redevelopment Financing Act is delinquent or if the Michigan Strategic Fund is delinquent in submitting legislatively required reports

Exempts existing written agreements entered into before the effective date from the disbursement prohibition, unless those agreements are amended or renewed after the effective date

Requires all new or amended written agreements under the act to include provisions stating that money will not be disbursed if required reports are delinquent

Establishes a March 15 annual deadline for the combined report submitted by the department, Michigan State Housing Development Authority, and Michigan Strategic Fund to the legislature

Ties effectiveness of the bill to enactment of companion legislation (SB ____ or HB 5417)
