Increases the minimum fee for salvage vehicle inspections from a cap of $100 to a floor of $200 (fees must not be less than $200, rather than must not exceed $100)

Expands allowable uses for inspection fee revenue from specifically stolen vehicle recovery activities to broader "law enforcement purposes related to stolen vehicles" including equipment, training, and road patrol services "necessary to protect public health or safety"

Makes technical language changes throughout the statute, including replacing "must" with "shall," "within" with "not more than," and "upon" with "on"

Clarifies that salvage or scrap certificate of title assignment restrictions apply to "foreign salvage vehicle dealer" (adding "vehicle" to the term)
