Allows individuals to occupy a campground site for any duration and still be considered "temporary" residents if they live in an area where the governor declared a state of emergency within the previous year.

Extends the same temporary status to campground occupants if the campground is located within 50 miles of an area with a declared state of emergency in the past year.

Permits indefinite temporary campground residency if the campground is within 50 miles of a local government that has adopted an ordinance declaring a worker shortage in health care, agriculture, construction, utilities, hospitality, or manufacturing.

Updates statutory references to reflect the current name of the Department of Environment, Great Lakes, and Energy (formerly Department of Environmental Quality).

Adds a definition of "local unit of government" to the public health code's campground regulations section.
