Provides $69,272,800 to the Department of Health and Human Services for programs including prenatal/infant support ($18.5 million), IT services ($18 million), opioid response, firearm safety prevention, and Native American health services

Funds $159,310,300 through the newly created Make it in Michigan Competitiveness Fund to leverage federal funding opportunities for infrastructure, economic development, climate initiatives, and projects under federal acts including the CHIPS Act and Inflation Reduction Act

Appropriates $50,000,000 for Michigan Indigent Defense Commission grants to local governments, $7,200,000 for election administration, and $5,000,000 for renewable energy and electrification infrastructure grants
