Creates a voluntary prison diversion program allowing prosecutor's offices, law enforcement agencies, and social welfare agencies to collaborate on diverting individuals suspected of possessing or using controlled substances away from criminal prosecution

Requires the diversion program to include appropriate substance use disorder treatment and maintain a case management system tracking each diverted case from inception to disposition

Individuals who successfully complete the supervision program terms, as agreed upon by the prosecutor's office and social welfare agency, cannot be prosecuted for the underlying controlled substance possession or use violation

Applies to violations of Michigan Public Health Code sections 7403 and 7404, which govern possession and use of controlled substances

Defines "social welfare agency" as a community-based organization offering assistance to individuals in need
