Prohibits manufacturing dry cleaning solvents containing perchloroethylene beginning December 1, 2031, with sales prohibited starting June 1, 2032, and use prohibited starting December 1, 2032

Creates the Perchloroethylene Fund in the state treasury to support the transition away from perchloroethylene-based products

Requires the Department of Environment, Great Lakes, and Energy to establish a cost-share grant program to help dry cleaning facilities cover transition costs to alternative products and equipment

Mandates the department implement a buy-back program for safe disposal of existing perchloroethylene products from dry cleaning facilities

Establishes civil fines up to $10,000 for violations, enforceable by county prosecutors or the attorney general
