Establishes a 3-year hyperbaric oxygen therapy pilot program administered by the Michigan Department of Health and Human Services to provide free treatment to veterans diagnosed with traumatic brain injuries or post-traumatic stress disorder.

Creates a grant program funded through the Hyperbaric Oxygen Therapy Fund to reimburse approved providers, with maximum reimbursement rates of $250 per dive ($10,000 for 40 dives) for hard-shelled chambers and $175 per dive ($7,000 for 40 dives) for soft-shelled chambers.

Requires participating providers to have a medical director (physician), on-site safety director, trained chamber attendants, and FDA-cleared equipment with accreditation from recognized hyperbaric organizations.

Veterans must provide proof of veteran status (DD214, NGB-22, or DD256) and have physician documentation of the event causing their traumatic brain injury or PTSD to qualify.

Mandates the department to promulgate rules within 12 months of enactment and submit a final report on program effectiveness to the governor and legislative committees within 1 year after the pilot program ends; tied to passage of HB 5457.
