Prohibits Michigan state agencies from purchasing or contracting for electric motor vehicles or components unless the manufacturer provides a sworn declaration certifying no forced labor or oppressive child labor was used in production, mining, or sourcing of materials.

Defines "forced labor" to include work obtained through force, fraud, coercion, threats of harm, abuse of legal process, or work imposed based on protected characteristics under Michigan civil rights law.

Defines "oppressive child labor" as employment of individuals under 16 years old in hazardous occupations including manufacturing or mining.

Amends the Management and Budget Act (1984 PA 431) by modifying sections 213 and 215 governing state motor vehicle procurement and use.

Applies to electric motor vehicles defined as those propelled significantly by an electric motor drawing electricity from a rechargeable battery.
