Removes the initial 30-day period during which state or local health officials could completely prohibit visitation to patients in healthcare facilities during epidemic emergency orders.

Prohibits emergency orders from barring patient representatives (family members, patient advocates, or those with power of attorney) from visiting any patient or resident in qualified health care facilities, expanding protections previously limited to patients with cognitive impairments.

Permits emergency orders to implement reasonable safety measures for visits, including prescreening, testing, visit duration limits, visitor number restrictions, and prescheduling requirements.

Applies to qualified health care facilities including licensed health facilities, assisted living facilities, and physicians' private practice offices.

Eliminates the "LINDA" (Loved Individuals Need Dedicated Attention) designation and "cognitive impairment" definition from the statute, broadening visitor access protections to all patients.
