Creates the Office of Digital Oversight within the Michigan Legislature to investigate information technology projects, services, and purchasing by state agencies.

Establishes a Digital Oversight Officer appointed by majority vote of both legislative houses for a 3-year term, removable for cause by a two-thirds vote.

Authorizes the office to overtake, join, or collaborate with state agencies on IT projects, particularly those at risk of exceeding costs, missing deadlines, or failing to achieve desired outcomes.

Requires the office to promote modern software development practices including agile methodologies, DevSecOps, modular contracting, user-centered design, and open-source software aligned with the federal Digital Services Playbook's 13 principles.

Grants the office access to all state agency records and documents needed for investigations, with confidentiality protections maintained and investigation records exempt from Freedom of Information Act disclosure.
