Prohibits youth transportation companies from using visual impairments (blindfolds, hoods) or mechanical restraints (handcuffs, chains, straitjackets, plastic restraints) on minors being transported to qualified residential treatment programs.

Allows physical restraints only when there is substantial likelihood of imminent serious physical harm to the youth or others, and no less restrictive alternatives exist.

Requires staff using physical restraints to be adequately trained in restraint device usage, and restraints may only be used as long as the imminent risk persists.

Establishes civil fines up to $1,000 for violations, enforceable by county prosecutors or the attorney general.

Sets a 10-year statute of limitations for filing actions under this act.
