Creates a road construction business loss reimbursement program operated by the Michigan Department of Transportation to provide grants to businesses that lose revenue due to unexpected street closures or construction projects extending significantly beyond scheduled end dates.

Grants cover the recipient's decline in revenue up to a maximum of $15,000 per year, with eligibility determined by comparing current revenue against an average of the preceding 3 tax years.

The department must respond to grant applications within 120 days and prioritize awards based on rate of revenue decline, construction duration, proximity to construction, severity of traffic disruption, and lack of pedestrian access.

Establishes the road construction business loss reimbursement fund in the state treasury, administered by the department and funded through appropriations.

Requires annual reporting by December 1 to legislative transportation and appropriations committees on the number of applications received, approval/denial status for each business, and construction project status reports for approved grants.
