Waives all towing, storage, and vehicle release fees for owners of abandoned vehicles who receive public assistance (food assistance, TANF, Medicaid, disability insurance), reside in public housing, earn at or below 140% of federal poverty guidelines, or meet ALICE (Asset Limited, Income Constrained, Employed) standards

Amends Michigan's abandoned vehicle law (MCL 257.252a) to add fee waivers under subsections (6) and (14), which govern the process for owners contesting abandoned vehicle designations or paying to retrieve vehicles

Currently, owners must pay a $40 fee plus accrued towing and storage charges to retrieve an abandoned vehicle, or post an equivalent bond to contest the abandonment in court

Defines "federal poverty guidelines" as those published annually by the U.S. Department of Health and Human Services and "Medicaid" as the program under 42 USC 1396
