Limits minimum parcel size requirements for detached single-family residences to no more than 1,500 square feet when served by public water and sewer, amending the Land Division Act

Removes the previous 7,200 square foot minimum lot area requirement for residential lots with public sewer access under the waiver provisions

Applies the 1,500 square foot minimum to both land divisions (unplatted parcels) under section 109 and subdivided lots under section 186

Requires plat approval certificates to state when minimum lot width and area requirements have been waived for subdivisions with public utilities

Maintains existing requirements that municipalities must have legally adopted zoning and subdivision control ordinances specifying lot dimensions to qualify for waivers
