Amends Michigan's Natural Resources and Environmental Protection Act (1994 PA 451) to modify how the Department of Environment calculates emissions data for air pollution inventories

Requires the department to use the longest time period authorized under the federal Clean Air Act when calculating emissions rates for emissions inventories

Maintains existing department authority to promulgate rules for ambient air quality standards, issue permits for pollution sources, and enforce air quality requirements
