Amends Michigan's Regulatory Loan Act to exempt earned wage access services from its provisions, adding them to the list of businesses not subject to the act's requirements.

Creates a new exemption category for businesses operating under a license issued pursuant to the earned wage access services act.

Maintains existing exemptions for banks, savings banks, industrial banks, trust companies, building and loan associations, credit unions, and pawnbrokers.

Contains a tie bar provision requiring House Bill No. 5558 (the earned wage access services act) to be enacted into law before this amendment takes effect.
