Creates a new misdemeanor offense for approaching within 25 feet of a first responder after receiving a verbal warning to stay back, with intent to impede, threaten, or harass them, punishable by up to 60 days in jail or a $500 fine

Elevates the offense to a felony punishable by up to 2 years imprisonment and/or $1,000 fine if the violation causes injury to the first responder

Establishes a felony punishable by up to 15 years imprisonment and/or $7,500 fine if the violation results in the death of the first responder

Takes effect 90 days after enactment, contingent on House Bill No. 5575 also being enacted into law
