Establishes a moratorium prohibiting local governments from issuing site plans, permits, variances, easements, or any other authorizations for new data centers from the effective date until April 1, 2027

Prohibits the Michigan Department of Environment, Great Lakes, and Energy from issuing licenses, permits, or other authorizations for data centers during the same moratorium period

Bans any person from beginning operation of a new data center in Michigan until April 1, 2027

Imposes civil fines of up to $1,000 per day for violations, enforceable by county prosecutors or the attorney general, with fines deposited into the general fund

Tied to companion legislation (HB 5596 or corresponding Senate bill) and will not take effect unless that bill is also enacted
