Establishes placeholder appropriations of $100.00 for fiscal year 2026-2027 from each funding source for K-12 school aid, including the state school aid fund, general fund, school consolidation and infrastructure fund, school transportation fund, enrollment stabilization fund, and several other reserve funds.

Reduces fiscal year 2025-2026 appropriations from approximately $18.9 billion total to $100.00 per funding source, effectively replacing substantive funding amounts with nominal placeholder amounts.

Maintains the existing 11-installment payment schedule for distributing state school aid to districts and intermediate districts, with payments due on the 20th of each month from October through August.

Preserves provisions allowing districts to request early release of funds for temporary, nonrecurring needs up to 30 days before scheduled payment dates with approval from the superintendent, state treasurer, and state budget director.
