Reduces public university appropriations from approximately $2.3 billion (including $1.75 billion for 15 public universities) to $100 total, eliminating operations funding, MPSERS support payments, and tuition waiver reimbursements.

Amends sections 11, 201, and 236 of the State School Aid Act of 1979 (MCL 388.1611, 388.1801, and 388.1836) to establish the fiscal year 2026-2027 budget framework.
