Establishes the Michigan International Trade Commission within the Department of Labor and Economic Opportunity as a new state entity.

Commission consists of 8 governor-appointed members representing agriculture, shipping/transportation, health care, automotive manufacturing, financial/legal/insurance services, organized labor, and 2 international trade policy experts (one must be a Michigan university professor).

Members serve staggered 3-year terms with initial appointments of 1, 2, and 3 years; members receive no compensation but may be reimbursed for expenses.

Commission must meet at least quarterly and provide the legislature with quarterly analysis on how tariffs impact Michigan industries.

Duties include providing independent analysis on international trade competitiveness, informing the public about Michigan business competitiveness in global markets, and making recommendations to improve the state's global economic position.
