Requires the Michigan Department of Natural Resources to notify county commissioners, county executives, township boards, and adjacent property owners in writing before clear-cutting more than 5 acres of forest for non-forestry purposes.

Written notification must include the location and acreage of the site, intended use, and cost of clear-cutting the property.

At least 10 business days after written notification, the department must post notice on its website and publish in a local newspaper, with a minimum 5-day public comment period.

The department must prepare and post a written summary of public comments received along with the department's responses before proceeding.

An emergency exception allows the department to bypass these notification requirements when circumstances warrant immediate action.
