State IT projects exceeding $250,000 must have documented processes for cost monitoring, tracking cost overruns, and accounting for change orders across fiscal years

Information technology projects are limited to a maximum duration of 36 months and a maximum cost of $10,000,000

Work project appropriations remain available for 48 months after the fiscal year they were made, then lapse to the originating state fund, with an exception for IT projects subject to the new limits

The department director must report to appropriations committees within 120 days after each fiscal year, detailing all work project accounts, balances, lapsed funds, and receiving funds

Either appropriations committee may disapprove work project designations or director directives to lapse accounts within 30 days of notification
