Michigan Department of Health and Human Services must develop a free training course on responding to carbon dioxide releases from capture projects, pipelines, and sequestration facilities, covering identification, communication procedures, evacuation protocols, and exposure treatment.

Training must be provided to disaster relief forces, project operators, health care facilities, and emergency first responders, with the department consulting emergency care providers, local health departments, and homeland security in course development.

Creates the Carbon Dioxide Emergency Planning and Training Fund in the state treasury to finance training development, delivery, and related grants.

Fund grants may cover training attendance costs, emergency preparedness enhancements, response plan preparation, electric vehicle purchases for CO2 response, and detection equipment for first responders and medical facilities.

Bill is tied to five other legislative measures (HB 5664-5667 and HB 5669) and only takes effect if all companion bills are enacted.
