Prohibits lobbyists and lobbyist agents from giving or purchasing food or beverages for state legislators, while maintaining existing reporting requirements for food and beverage expenditures on other public officials who are not legislators

Removes exemptions that previously allowed food and beverage expenditures for entire legislative standing committees invited to discuss assigned bills and for entire caucuses of either house

Maintains existing thresholds for lobbyist registration: $1,000 in lobbying expenditures over 12 months, or $250 if spent on a single public official

Requires lobbyists to file semi-annual reports (January 31 and August 31) detailing expenditures by category, financial transactions with public officials exceeding $775, and travel/lodging expenses over $500

Establishes penalties for violations including late filing fees of $10 per day (up to $300), misdemeanor charges with fines up to $1,000 for reporting violations, and felony charges with fines up to $25,000 for contingent compensation arrangements
