Prohibits gas, electric, and steam utilities from filing a general rate case application earlier than 3 years after their previous complete rate case filing, increased from the current 12-month waiting period

Applies to utilities regulated by the Michigan Public Service Commission, requiring them to wait until a final order is issued on a prior rate case or until rates are approved before filing a new application

Amends section 6a of the 1939 Public Utilities Act (MCL 460.6a) to extend the minimum interval between rate increase requests

Retains existing requirements that utilities coordinate with commission staff before filing and that the commission may order delays to maintain 21-day spacing between filings from utilities serving more than 1,000,000 customers
