Replaces the current 3-member appointed Michigan Public Service Commission with a 5-member nonpartisan elected commission beginning January 1, 2029, moving the agency from executive to legislative branch oversight.

Commissioners must be U.S. citizens, Michigan residents, and cannot have financial interests in utilities under the commission's jurisdiction.

Changes how the chairperson is selected: before 2029, the governor designates the chair; after 2029, commission members select their own chairperson.

Transfers removal authority from the governor to the legislature, which may remove commissioners for misfeasance, malfeasance, or nonfeasance after a hearing.

Commissioner salaries will be set by the State Officers Compensation Commission rather than annually by the legislature, and the quorum requirement increases from 2 to 3 members.
