Candidates must be U.S. citizens, Michigan residents, and have no financial interest in any utility under the commission's jurisdiction, with a 12-year lifetime limit on service.

Political parties would nominate commission candidates at their fall state conventions every 2 years, with nominees appearing on the nonpartisan ballot section without party designation.

Members would be prohibited from holding other state offices, practicing law in state courts, serving as political party officers, or being employed by regulated utilities, with violations causing immediate vacancy.

This bill is tied to HB 5676 and requires that companion bill to be enacted for these provisions to take effect.
