Creates criminal penalties for threatening, intimidating, or harassing Department of Health and Human Services designated caregivers, punishable as a misdemeanor with up to 1 year imprisonment and/or $1,000 fine

Establishes felony penalties for assault causing physical injury to designated caregivers while performing duties, with up to 2 years imprisonment and/or $1,000 fine

Increases penalties to up to 5 years imprisonment and fines of $1,000-$5,000 for assault causing serious bodily impairment to designated caregivers

Defines designated caregivers to include foster parents, kinship caregivers, fictive kin, and adoptive parents of former foster children, regardless of whether they receive financial compensation

Takes effect 90 days after enactment and is contingent on passage of companion bill HB 5685
