Drain commissioners must send landowners (freeholders) a copy of the professional engineer's cost estimate within 7 days of receiving it, delivered by first-class mail

Freeholders have 21 days after receiving the cost estimate to withdraw their support for a proposed drain project by notifying the drain commissioner in writing

If enough freeholders withdraw support so the petition falls below required thresholds under sections 71 or 121, no new petition for that drain can be filed for at least 1 year

The bill also requires drain commissioners to mail freeholders a copy of the total cost computation within 7 days of receiving contractor bids

Amends the Drain Code of 1956 (sections 73 and 125) to increase transparency and give property owners an informed opportunity to reconsider drain projects before final approval
