Modernizes language throughout section 3112 without changing substantive requirements, including replacing "shall" with "must" and "pursuant to" with "in accordance with."

Maintains existing permit requirements for oceangoing vessels engaging in port operations, including compliance with federal ballast water management rules to prevent aquatic nuisance species discharge.

Preserves the department's authority to modify, suspend, or revoke permits for violations and to issue abatement orders for unlawful pollution of state waters.

Contains a tie bar provision making this bill's enactment contingent on HB 5699 also being enacted into law.
