Requires original equipment manufacturers of powered wheelchairs to provide documentation, parts, embedded software, firmware, and tools to independent repair providers and owners within 10 business days of request at fair and reasonable terms

Mandates manufacturers make available tools needed to reset electronic security locks or security-related functions when disabled during repairs, through appropriate secure release systems

Exempts manufacturers from providing parts no longer available to them and from divulging trade secrets, though they cannot refuse materials solely on grounds that the item itself is a trade secret

Shields manufacturers from liability for faulty or improper repairs performed by independent repair providers or owners, including damage during repair and consequential damages

Takes effect January 1, 2027 and voids any contracts entered after the effective date that waive or limit the manufacturer's obligations under this section
