Transfers oversight of substance use disorder services programs from the Department of Health and Human Services to the Department of Licensing and Regulatory Affairs (LARA)

Exempts hospitals licensed under Article 17, psychiatric hospitals/units, and crisis stabilization units from the requirement to hold a separate substance use disorder services program license

Requires LARA to promulgate uniform rules for licensing substance use disorder services programs covering organization, administration, staffing, policies, fiscal audits, quality control, and physical plant standards

Maintains the existing exemption for private nonprofit 501(c)(3) organizations established before September 30, 1965 that primarily provide residential services for drug abusers

Preserves current licensing terms including standard licenses valid up to 1 year, provisional licenses renewable for up to 1 year, and department visits to licensed programs at least once every 3 years
