Amends the Nonprofit Health Care Corporation Reform Act to allow substance use disorder services programs that are exempt from licensure (not just licensed programs) to contract with health care corporations for inpatient treatment services.

Updates regulatory references throughout, including changing "Department of Public Health" to "Department of Health and Human Services" and updating accreditation organization names.

Eliminates the Substance Abuse Advisory Committee established under the original act, transferring evaluation responsibilities to the Department of Health and Human Services.

Updates the definition of "substance abuse" by referencing the Mental Health Code (MCL 330.1100d) instead of the Public Health Code.

Tied to HB 5729 and will not take effect unless that companion bill is also enacted into law.
