Expands the definition of "facility" under Michigan's Patient's Right to Independent Review Act to include substance use disorder services programs that are exempt from licensure, not just those that are licensed under part 62 of the public health code.

Allows patients receiving services from unlicensed (but exempt) substance use disorder programs to access the independent review process when their health carrier denies, reduces, or terminates coverage for treatment.

Amends section 3 of 2000 PA 251 (MCL 550.1903), which was last amended in 2016.

Contains a tie bar provision requiring House Bill No. 5729 to be enacted into law before this amendatory act takes effect.
