Modifies Section 109 of Michigan's Social Welfare Act to allow Medicaid coverage for substance use disorder residential treatment at facilities that are either appropriately licensed or exempt from licensure requirements.

Updates statutory references to federal Social Security Act titles XVIII and XIX to reflect current USC citations (1395mmm and 1396w-8 respectively).

Maintains existing Medicaid medical services including hospital care, physician services, nursing home services, pharmaceutical services, psychiatric care, and chronic kidney disease screening.

Contains a tie bar provision requiring House Bill No. 5729 to be enacted for this bill to take effect.

Preserves county maintenance of effort rate calculations for county-owned nursing facilities through December 31, 2030 or until a new reimbursement system is implemented.
