Modifies the Adult Foster Care Facility Licensing Act to include substance use disorder services programs that are exempt from licensure, not just those that are licensed, in provisions regarding co-occurring enhanced crisis residential programs

Allows adult foster care facilities that are either licensed or exempt from licensure as substance use disorder services programs to provide care to residents who would otherwise be considered to require continuous nursing care

Updates statutory language to reference "substance use disorder services program" instead of "substance use disorder program" for consistency

Contains a tie bar provision requiring House Bill No. 5729 to be enacted into law before this amendatory act takes effect

Amends sections 3 and 26a of 1979 PA 218 (MCL 400.703 and 400.726a), which define adult foster care facilities and establish rules for residents enrolled in hospice or co-occurring crisis residential programs
