Requires health professionals who identify an infant with fetal alcohol spectrum disorder (FASD) to refer the child's parent, guardian, or caregiver to Early On Michigan, the state's early intervention program.

Defines fetal alcohol spectrum disorder broadly to include fetal alcohol syndrome, partial fetal alcohol syndrome, alcohol-related neurodevelopmental disorder, static encephalopathy – alcohol exposed, neurobehavioral disorders associated with prenatal alcohol exposure, and alcohol-related birth defects.

Authorizes the Department of Health and Human Services, in consultation with the Department of Lifelong Education, Advancement, and Potential, to promulgate rules implementing these requirements.

Amends the Public Health Code (1978 PA 368) by adding Part 58B specifically addressing fetal alcohol spectrum disorder.
