Establishes rules for selecting five commissioners and five alternates to represent Michigan at a federal constitutional convention under Article V, with nominations made by House and Senate leadership within 21 days of Congress accepting the 34th state resolution calling for a convention

Commissioners must be U.S. citizens and Michigan residents for at least 5 years, at least 25 years old, registered voters, and cannot have been federal employees, contractors, lobbyists, or held federal office within the past 5-10 years

Requires commissioners to take an oath to follow legislative instructions, with any votes cast in violation of those instructions declared void; commissioners may be suspended or removed by concurrent resolution at any time

Prohibits commissioners from accepting gifts or benefits exceeding $200 combined value during their service, and provides compensation equal to House members prorated for time served

Decisions by the five-member delegation require at least three votes in favor, including determining how to cast Michigan's single vote at the convention
