Establishes the organizational structure and procedures for the Michigan House of Representatives for the 2025-2026 session, including election of Speaker and Clerk by majority roll call vote on the second Wednesday in January of each odd-numbered year

Creates 18 standing committees (including Appropriations with 29 members, Agriculture, Judiciary, Health Policy, Oversight, and others) and grants the Oversight Committee full subpoena power to examine records of any person, corporation, or governmental entity

Sets rules for floor access, limiting admission during session to legislators, designated staff, credentialed media, and immediate family with passes, while explicitly barring lobbyists from the House floor at all times

Requires five days for bills to be in possession of the House before passage, mandates three readings, and establishes that amendments must be germane and adopted by majority of members elected and serving

Opens House financial records to public inspection while exempting personal employee information, and prohibits use of televised House coverage for campaign purposes or paid political advertisements
