Prohibits voting on appropriations containing directed spending for municipalities or universities that have policies subverting federal immigration enforcement or refusing to comply with federal immigration measures

Requires municipalities and universities seeking directed spending to submit their immigration-related policies and an official certification letter confirming compliance with federal immigration law

Certification letters must be signed by the municipality's chief executive or board, or the university's president or governing board, attesting their policies do not encourage subverting immigration enforcement

Defines key terms including "municipality" (counties, cities, villages, townships, authorities) and "university" (state universities under Michigan Constitution and independent colleges incorporated under state law)
