Notes that USRAP allows admission of refugees facing persecution based on race, religion, nationality, social group membership, or political opinion after interviews, health screenings, and multiple background checks

References ongoing federal court challenges to the suspension, with a February 25, 2025 injunction that was later limited by the Ninth Circuit Court of Appeals to only cover individuals who had nearly completed the admission process by January 20, 2025

Asserts that refugees are "the most thoroughly screened and vetted group to enter the United States" and that the U.S. has accepted more than three million refugees since 1975

Directs copies of the resolution to be sent to the President, Secretary of Homeland Security, and Secretary of State
