Amends House Rule 52 to require appropriations bills containing legislatively directed spending items to comply with sections 364 and 364a of the Management and Budget Act (Public Acts 32 and 33 of 2025), effective for items requested before January 1, 2026

Prohibits voting on appropriations containing directed spending for municipalities or universities that maintain policies subverting federal immigration enforcement or refuse to comply with federal immigration measures

Requires municipalities and universities seeking directed spending to submit documentation of their immigration-related policies and official certification letters confirming compliance with federal immigration law

Redefines "legislatively directed spending item" as appropriations for specific entities, local government units, or projects, excluding disaster/emergency appropriations, state department funding, and formula-driven or competitive award processes

Certification letters must be signed by authorized officials (municipal executives, university presidents, or governing boards) affirming no policies that require, encourage, or support subverting immigration enforcement
