Redefines "small business" as employers with fewer than 25 employees (increased from 10), with small business employees entitled to 40 hours paid and 32 hours unpaid earned sick time annually, while all other employees receive up to 72 hours paid earned sick time per year

Transfers administration from the Department of Licensing and Regulatory Affairs to the Department of Labor and Economic Opportunity

Establishes carryover limits for accrued sick time: 144 hours if employer pays out unused time, or 288 hours if employer does not pay out unused time

Reduces the statute of limitations for filing violation claims from 3 years to 1 year after the violation or discovery of the violation

Removes the rebuttable presumption of employer retaliation within 90 days of protected employee activity, and removes employees' right to bring private civil lawsuits for violations (claims must now be filed with the department)
