Prohibits rental agreements from including provisions that waive or alter a tenant's right to repair and deduct costs from rent, or withhold rent until repairs are completed under Michigan law

Requires rental agreements to include a statement notifying tenants that landlords must provide 90 days written notice before lease end if offering a renewal with a rent increase (applies to fixed-term leases of 1 year or longer)

Updates formatting and language throughout the Truth in Renting Act, including changing "shall" to "must" and correcting statutory references

Maintains existing protections prohibiting rental agreement provisions that waive habitability requirements, security deposit regulations, civil rights protections, and other tenant rights

Takes effect only if Senate Bills 19 and 20 of the 103rd Legislature are also enacted into law
