Updates terminology in Michigan defense center statutes by replacing "procurement technical assistance center" (PTAC) with "APEX Accelerator" throughout the law

Michigan defense center continues to focus on job creation and retention from homeland security and defense contracts, coordinating with APEX Accelerators to maximize business opportunities for small businesses in the state

Requires APEX Accelerators or other entities receiving grants, loans, or funding from the Michigan defense center to report annually on how funds were used and the number and amount of defense/homeland security contracts received

Updates a statutory reference to the Michigan trust fund act from "12.260" to "12.262" and changes "shall" to "must" for consistency with modern drafting standards

Maintains existing priorities including targeting municipalities hardest hit by manufacturing layoffs and setting performance objectives to increase defense and homeland security contracts awarded to Michigan businesses
