Requires equal reimbursement rates to all qualified perinatal and gynecological professionals for the same services, regardless of provider type or care setting

Directs the department to monitor contracted health plans for compliance with these coverage requirements and factor compliance into health plan incentive programs

Establishes that reimbursement must promote high-quality, cost-effective, evidence-based care and payment models while preventing risks in subsequent pregnancies
