Authorizes the Michigan Liquor Control Commission to issue liquor licenses to four community colleges for on-premises alcohol sales at specific facilities: Macomb Community College (Expo Center Complex and John Lewis Student Community Center), Wayne County Community College (Culinary Arts and Hospitality Center), Washtenaw County Community College (Morris Lawrence Building), and Henry Ford College (John McDonald Student and Culinary Arts Center)

Requires that licenses for these community college facilities must be originally acquired on the open market at fair market value

Changes the transferability restriction so that only licenses issued under subsection (1) for college conference centers are nontransferable, while other licenses under the section may be transferable

Requires all licensees under this section to pay the fee required under section 525 of the liquor control code

Makes a minor grammatical correction changing "is" to "are" regarding Lake Superior State University licensed premises
